An Indonesian citizen, aged 67, Mr. Manginar Rico Sinaga is a seasoned business executive and organizational leader with more than four decades of experience spanning corporate management, infrastructure development, legal services, business consultancy, and public affairs. Throughout his career, he has held various senior leadership positions, including Commissioner of PT Jakarta International Expo, Operational Director of PT Andilo Toba Tama, Director of PT Indonusa Tama, and Director of PT Aneka Utama. He has also been actively involved in major infrastructure projects, including the Jakarta International Airport Cengkareng Development Project.

In addition to his corporate career, Mr. Sinaga has made significant contributions to public service and community development through various leadership roles in government-related and civic organizations. He has served as Chairman of the Community Early Warning Forum (Forum Kewaspadaan Dini Masyarakat-FKDM) of DKI Jakarta Province, Secretary of the Terrorism Prevention Coordination Forum (Forum Koordinasi Pencegahan Terorisme-FKPT) DKI Jakarta, and Chairman of the DKI Jakarta Provincial Ombudsman Commission, among other strategic positions.

Mr. Sinaga studied Marketing Management at the Akademi Pimpinan Perusahaan (APP) Jakarta and Business Administration at the Universitas 17 Agustus 1945 (UNTAG) Jakarta. His extensive experience in leadership, governance, stakeholder engagement, and organizational development has enabled him to contribute effectively to both corporate and public-sector institutions.
